Weapon proficiency

I do have this right, don't I? In 4e, you can use weapons that you are not proficient in but you will not gain that weapon's proficiency bonus. Only, I don't appear to be able to equip a rogue with a crossbow in the DDi CB.

Any thoughts?

You are correct. The CB, while generally useful, is a very poor source to cite for rules information.
