I picked Other, although its borderline dramatic effect. Basically, weather happens at the speed of plot. Or, if you are in Sharn (Eberron), then its dark and rainy to indicate the start of a new adventure.

I tie weather to other things, like volcanic eruptions, magical control, major storm systems, tornadoes, the seasons, famines, forest fires, etc.

Rarely, but sometimes, it is used as a weapon, by powerful beings or extremely powerful clerics engaged in miracle working.

I've also had beings use it to obscure of defeat tracking and manhunting. And to mess with character's powers or abilities or spells.
