@Stalker0 Strong Wind is described under Wilderness Survival, Weather in the DMG:As with most rules people think 5e doesn't have, it's in the DMG.
The rules are brief. Without digging out the book to double check I think the only specified effect is on ranged attacks. But I think that's probably a good thing. Weather effects need to be simple or its too much cognitive load in play.

A strong wind imposes disadvantage on ranged weapon attack rolls and Wisdom (Perception) checks that rely on hearing. A strong wind also extinguishes open flames, disperses fog, and makes flying by nonmagical means nearly impossible. A flying creature in a strong wind must land at the end of its turn or fall. A strong wind in a desert can create a sandstorm that imposes disadvantage on Wisdom (Perception) checks that rely on sight. |
However, I think it is weird that an effect/rule that features in so many spells is not in the PHB.
