it allows one to be able to spend skill points on a one for one basis no matter if the skill is a class skill or not.

All you have to be is a human or a doppleganger to get the feat

I believe changelings can also recieve the feat ( according to the web site) and it is a first level only feat.

It is important to note that the feat does not make the skill a class skill (as in changing the maximum number of ranks a character can have) but only reduces the cost of ranks.
