Racial at-wills.

We now have skill powers that can be taken in place of class utilities, but these are all encounter powers. The one that's been in the back of my mind for a long time is Dragonborn breath attacks. I'm sure there are other ways to do this and other races that could have something special, but what do you all think?

More choice of powers is always good. The only danger is that a racial power / class power combination is so strong that it becomes a 'must have.' That said, that danger already exists in other forms so... bring 'em on.

As a racial it would not count as a class power so that prevents a lot of nonsense right out of the gate. Hybrids and MCs come to mind immediately.
 

I'd given this some thought while writing up some new classes and whatnot a while ago, and it's really a bit too class dependant. You pretty much need at least 2 per race: a Melee type and an Implement type. Or you could go the Dragon Breath route and simply add a +2 to it per tier. That said, it really isn't all that feasible to come up with racial At-Wills that are meaningful to the race, without feeling all that bland, or stepping on the toes of other class roles. I can see Racial Utility powers a lot easier than I can see At-Wills. (I suppose the Utility powers could be used At-Will, but I don't think that's what was meant.)

An untapped goldmine. WotC needs to do this.

I'm not aware of any existing At-Will replacement functionality; I presume that is by design.

If I wanted to walk down that road, I think I'd implement the whole class and bring back "I'm a 4th-level elf!"

There are a lot of feats and a few paragon paths that enhance what a Dragonborn can do with its breath weapon. Promoting that breath weapon to At-Will would automatically make all of those features much more powerful.
 

I can see there being racial at-wills as long as they are utility powers and not attack powers. Racial at-will attack powers would make the race seem more like a class as you can simply ignore most of your class's attack power and just use the racial one.
