Halflings can have as many Hit Points as a Human. Why? Because they might be able to dodge blows better - and they generally do.
so wheres the elfs hitpoints from being able to dodge? should cats grace grant more hitpoints too?

i look at it in terms of scaling
with identical melee character builds, a fight between two small characters should mirror a fight between two medium characters
hence, by RAW combat bonuses for being small cancel each other out
except small sized weapons do less damage (usually exactly one less on the average), and this isnt accounted for with fewer hitpoints
(ie. an equal number of successful attacks should kill)
creating even more difference in damage is the small characters strength penalty which is an inherently quality of being small, as shown in the halfling and gnome stat modifier descriptions "they are small and therefore not as strong as larger humanoids"
so why not a Con penalty for being small?

an average human (10 str) with a human longsword can kill another average human (with its max 8hp) in a single strike
an average halfling (8 str) with a halfling longsword cannot kill another average halfling (with its max 8hp) in a single strike
my gripe is "why not"?
why doesnt it just scale?
why can't one 0th level giant take out another in a single strike?
the real reason is maintaining simple game mechanics and not having a PC race with weak hitpoints (well, other than elves...)

agreed on PrCs tho, way too many of them, so many that it gets hard to see them as an optional game component anymore
