In terms of gaming, for me.
A hill requires no skill checks to traverse and is undulating terrain that blocks a view, and takes up a few hours travel. You may need a short rest at some point

A mountain is something that should feel daunting to even a brave adventure, it requires skill checks, it is dangerous in many ways. You will need to take a long rest at some point

I always found it odd that Mount Waterdeep is only 700 feet in elevation. I've seen ant hills in my back yard bigger than that.

There is nothing remotely that high anywhere on the North Sea and Baltic coasts other than in Norway.
