What is a Rogue to do in an undead-heavy campaign?

If the only reason someone runs a rogue is because they get extra damage from sneak attack, just run a fighter with a high Strength, a two-handed weapon, and Power Attack. That combination works more often than not.

As others have mentioned:

One level of cleric. This gives you action to the 1st level spell Gravestrike (C Adventurer), which will allow you sneak attack undead for a short time. This also satisfies the Turn Undead requirement for Skullclan Hunter (Miniatures Handbook).

Which is exactly what I was doing. Spell level 1 X Caster level 1 X 2000 (for use activated) gp.

Of course, were I your DM, I'd not let you get them, because they would allow you to sneak attack undead, all day long. But your DM is not me.

And of course, there's always other options than just sneak attacking. Bring a polearm. Try to trip or disarm some of them. Grab some stuff and do battlefield control with tanglefoot bags and grease bombs. Set them on fire with flaming arrows (not so much the magical type, as it is simply arrows that are on fire). Make them chase you through areas of your choosing, with traps, or just force them to make balance checks to cross a log over a chasm, etc.
 

A dip into cleric levels could be very advantageous. Beyond access to the Gravestrike spell, or the Armor Silence spell, or good fort and will saves, or domain powers, you also get access to Divine Feats.

Divine Venagence will add +2d6 dmg for one full round, as a free action against undead.

Divine Vigor will add +10' movement and +2 temporary hit points per Character level, lasting your Charisma modifer in minutes.

It is very viable with a just a single level of Cleric,( I personaly think 3 levels are a good idea for second level cleric spells), to make an Undead Hunting Rogue.
