It's (albeit slightly) more than that though, because, if it hits, you're giving them a 4 card hand two turns from now as well, in addition to guaranteeing an untarnished silver + 4 cards in your following hand.
Granted it's situational, but I'd still say it's far from the worst card.
You are double counting - they have a five card hand on the turn after you play the bureaucrat as that victory card as they drew five cards normally and putting the victory card back doesn't actually cost them anything. The turn they have five cards in hand is the four card turn for practical purposes (unless they were planning to trash the estate).
