Seems about right.

The Ogre is not that much tougher than a regular Ogre. He alone is no worse than 2 normal Ogres with the exception that he has a nice ranged attack. CR 4 sounds right.

The sunder feats will be a nasty surprise IF he has a magic weapon to match up against the PCs. (Weaker weapons cannot sunder magically stronger ones.)

The Rogues are goners to a Hold Person spell. Of course with their HPs it is probably not even worth spending a spell.

The Party is equivalent to level 5. So a CR 4 with a couple little twerps is about right.

Is this something in the DMG I missed or is this an on-line thing?

The encounter should be no problem for the party, if they don't make stupid mistakes!

The Cleric alone should be able to beat these three in a straighforward fight!

Looks about EL5/6 to me, so should be fine for the party.

The only tricky one could be the ogre: he's dishing out a lot of damage, isn't subject to Hold Person, has a fair few HPs and respectable AC.
The rogues are pathetic: the fighters could easily dispatch them in one or two hits, but they add a little spice.

Still, once the rogues are gone, the whole party should be able to concentrate on the ogre and despatch him without too much bother.
 

Xar666, to calculate the EL you need to have the CR, which you do, then if you have two monsters with equal CR and the CR is above 1, add two to their combined CR. Keep doing this until you only have one combined CR, then that is equal to the EL

In your case you have two CR 2 monsters, their combined CR is 4.
Now you have two CR 4 monsters, the total combined CR is 6.
So the EL is 6.
