I dunno. I'd give DiTerlizzi a shot at redesigning both of them and see what he comes up with. I think he's got the right aesthetic for both and would know how to differentiate them without making halflings unable of standing up without help.

I really liked the halfling concept art in D&D Next, but didn’t really like how it panned out in the PHB

I think it is in Mordenkainen's book of foes. It is a scene from Waterdeep.

One of the few things in Spelljammer that was excellent was its art, alot of the best 5e art is in that product, same of course with the MtG crossover settings. Radiant Citadel had some great art as well.
