What is the point of implements?

Look into Paragon Feats. There is one there that is absolutely fantastic and worth having good Dex for.

Dex 15 is doable.

However, the only at-will which benefits from it also benefits greatly from Wisdom.

You do not need an implement to cast any spell. However, if you have a magical one they can boost your attack and damage roll.

Wizards can also choose to specialize in a particular implement and gain a benefit when using that particular implement. The bonus from that specialization is the only incentive for a wizard to use a non-magical implement.

Otherwise there is absolutely no drawback for casting barehanded.
 



With an eladrin it's not hard to have a +2 or even +3 on Intelligence. A +3 on every attack roll for everyone in the area of effect of your most powerful daily attack is really nice. And you can get that bonus on your attacks once per encounter.
