D&D 5E What level spell are these?

What level would you put these spells at? I know the wording isn't perfect, but I think it gets my goal across well enough.

Dye
Casting time: 1 Action
Components: V, S, M (A small object of the color you wish to impose)
Duration: 24 hours

As an action you can temporarily change the color of an object you touch. This change lasts 24 hours, or until you dismiss it as an action.

Summon Person
Casting time: 1 hour (Ritual)
Components: V, S, M (Two small rubies, which must be of the same size)
Duration: Until dispelled

You spend an Hour enchanting two rubies, one as the Target, and one as the Anchor. As an Action you can use the Anchor ruby to summon whoever is holding the Target ruby, as long as they are on the same Plane as you. If you use this while the Target is not being held by anyone it will come to you alone. If the holder of the Target wants to resist the summons atheist make a Wisdom or Charisma saving throw (their choice) against your Spell Save DC.

For the first one, I would say cantrip if the duration was less. 24hours should be first level, cantrip would be 10minutes or such.

For the second I would like to see a duration of not used and a save if the person did not wish to be summoned.

Dye is a cantrip - it's a more powerful version of one aspect of prestidigitation. TBH, I'm not sure it's even worth spending a cantrip slot on.

Summon person is probably above 6th level, because Drawmij's instant summons is 6th, and your spell is definitely more powerful than it. The only way it's not is that it is limited by plane, but I don't think that's enough to bring it down (in fact, I would simply remove the limitation and make the spell 7th). It also needs a duration of "until dispelled".

Dye is a pure flavor spell, just for fun. It was mentioned in a different thread, and made me want a character that changed her look daily. Of course, there could be clever ways to make it useful.

Summon Person is pretty much exactly D.I.S. for people. At the time I could not remember the level of Drawmij, which was one reason I started this. I knew mine should be higher than that, even though it is limited by plane.

I don't know why, but for some reason I could see bumping the level up for Summon Person to something like 7th or 8th, and applying an effect to allow the user of the stone to teleport to the other stone, whether it has someone there or not. It'd make a pretty decent "get out of this bad situation" button, if nothing else.

IMO that would bump it up even more. I just imagined it as an instant backup button. Although it could be combined with some long range telepathy to let the person holding the Target to get out free.

That could work too. In general I kind of imagine High level parties would be (as hemlock put it in another thread) a special forces team that would have multiple contingencies to prevent "bad stuff". This Summon Person spell could be slotted in very nicely to such a style of party, even as as you've written it.
