Sound reasoning, but why does Fire Storm then specifically state that it doesn't harm vegetation and stuff like that, if that's the default case as you put it?

Fire storm doesn't even cause damage to natural vegetation. Flame strike will still damage and destroy a tree that it hits, it's just that it won't set fire to the shrubbery that survives. Firestorm won't even damage grass. Fireball will destroy the tree (depending on how much damage it does), and set fire to the stump.
