What spells would you relevel and why?

I'd probably bump teleport up a level or two, and bump the other teleporting spells accordingly. In the original rules, teleport as a 5th-level spell was something the wizard got near the end of the campaign. In 3e, teleport is essentially mid-campaign instead. I think this is why there's a lot of dislike of the scry-buff-teleport tactic. Bumping up to level 6 or 7 means a wizard gets it at level 11 or 13 instead of 9, which is a bit better for the way 3e is structured.

That really just pushes scry-buff-teleport back a couple of levels (unless you really jack up the level of the teleport spells). I discouraged s-b-t by increasing the casting time of the teleport and plane shift spells (except for word of recall) to ten minutes.

That does negate it's use as an emergency eject button, when the party is losing a fight.

One way to keep the escape functionality while preventing scry&die is to rule that, as part of the teleport, you spend 10 minutes traveling on the Astral plane (or whichever one teleport uses) to arrive at your destination. During the travel, the travelers are fully involved in being moved and are unable to take actions, but spell durations expire as normal.

In fact, that's better than a 10-minute casting time, since with a long casting time, the rest of the party could start buffer as the caster nears the end of the spell.
