What spells would you relevel and why?

I knew I took this a bit off topic, but I would like to know which spells are too powerful for their level and which are too weak? Which spells would be better off as Urban Arcana incantations for that matter? If you were to do a spell list where would you put certain spells? Should these spells be bumped one level or more?

Regenerate is a good one, except for regrowing limbs, a situation that rarely happens to a PC its a weak spell and should either be increased in strength or dropped a level.

I think Meteor Storm should be knocked down by 2 levels to make it a more attractive choice. Who in their right-optimized mind is going to take a straight up evocation fire damage spell over other 9th level goodness? It's one of those build "traps" that 3.x got so infamous over.

Someone who likes fire spells and MIRV-style attack spells...and especially someone who burned feats on Elemental Substitution Feats.
 




I think there is some silly judgement being used here. I think it's better to say, "how much magic does it take to get such an effect?" When I ask this question I think we should lower stone shape, water breathing, minor creation, major creation, mordenkainen's faithful hound, bigby's hand spells, sending and spells like it, false vision, mud to rock and the reverse, ethereal jaunt, sympathy, antipathy, and polar ray.

No summon spell below level 3.
 

The summon spells are not good at all unless you specialize in them. The monsters that are summoned are normally to weak to contribute. They(the summons) should be about should be 2-3 CR's lower than the average party level to be worth using. On top of the weak(by comparison) monster it takes full round action. Other than that I agree there are also many underpowered spells.

What I'm saying is that in order to summon a creature from another plane, what ever the creature, would take too much magic to be a those levels. I don't like the idea of saying that spells are too good or bad, I like to measure the amount of magic it would use and go on that.
