What stat bonuses do you expect the non-elves will get?

Drow (speculation) for players.
+2 int, +2 Dex (male)
or
+2 wis, +2 Dex (female)

Per encounter power: Drow can create a flickering shield of shadow around themselves giving them +2 AC until the end of the encounter.

The problem with a stat penalty isn't rooted in the mathematical differences between a +2 and a -2, but the -2 causes a cap on what score that penalized race can have in a given stat.

For a Wizard, any race with an Int penalty means that you can have at most a 16 at first level, and you are eight levels behind a race without a penalty regardless of how well you roll (in a system where you roll stats) or how you spend your points (in a point buy system). True, you could still be behind the guy with a 20 (a race with an Int bonus), but the way it works in 3E (which I assume is gone in 4E), you are screwed by the system.
 



I think we are facing a "twenty is the new eighteen" concept. It agrees with the "more power at the first level" way of thinking.
 


Elves: +2 Dex, +2 Wis
Eladrin: +2 Dex, +2 Int
Drow: +2 Dex, +2 Cha

Those I'm pretty certain about (the first being confirmed, the second implied, the third logical and going well with legacy presentations of the drow).

Dwarves: +2 Str, +2 Con

seems almost mandatory. +2 Con, +2 Wis would be my second guess.

Halflings: +2 Dex, +2 Cha

Wisdom is useful to rogues, but Cha is too, and I don't see halflings as great clerics. It also seems inconceivable they would get the same bonuses as elves, and they just aren't tough enough to warrant +2 Con at that size.

Dragonborn: +2 Str, +2 Int

This goes with the whole draconic thing. It's reasonable to suspect that dragons are not major spellcasters in 4e, but some do cast spells. This would make dragonborn a natural fit for tactical soldiers or warrior-mages, which seems to suit their schick.

Humans: +2 Str, +2 Cha

As strong as dwarves, charismatic, basically just a dominant kind of nature. This harkens back to AD&D, when only humans could get an 18/100 Strength and even female humans could be a lot stronger than female demihumans.

Tieflings: +2 Dex, +2 Cha

This will make them "Great warlocks," and will give them different stats from the eladrin. They have the same probably stats as drow, but since drow probably won't be in the PHB and have very different racial traits, not a problem. +2 Dex, +2 Int would be my second guess.

I don't know that it was explicitly mentioned. However, in design philosophy bits it was mentioned that physical stats were generally considered "more powerful" than mental stats. Mental stats, on the other hand, had an issue of being overpowered for select character types (spellcasters focused on that stat).

This was 3rd ed design philosophy wasn't it? Have they said the same for 4th ed? One of the 4e comments I do recall is that the relative importance of the stats has changed, and we wouldn't believe what the least important stat was now.

On a completely different note:

With the +2 to 2 different stats there are only 15 combinations:
Str and Con, Dex, Int, Wis or Cha
Con and Dex, Int, Wis or Cha
Dex and Int, Wis or Cha
Int and Wis or Cha
Wis and Cha

Adding the option of +4 to one stat gives another 6. A single +2 or even no bonus with better powers gives another 7, but will probably cause a lot of balance arguments as to whether the powers are worth the stats bonuses.

I think that they will fill out this design space fairly rapidly.
