Half-Powers:
Just as some powers count for two, same powers shall only counted as 0.5 for determining Determination (and costs in point-buy).

Now, however, suppose I have a Wall Crawling 7 PC hero and a Flight 8 villain and they need to race to the top of the Empire State Building and who ever gets there first "wins the day". With the way the ICONS core resolution mechanic works, the PC hero could *still* beat the villain with Flight 8 to the top if he rolls well and beats the villain's score of 8 (the difficulty for the PC hero's test in an opposed test like this). Two PC heroes with similar powers could have the same friendly contest and compare their rolled test results to determine a winner. ...

You could rule this, but by RAW, ranks in Wall-Crawling don't mention an increase of your speed, just a higher chance to climb a particular slick surface... a problem Flight doesn't have and it specifically lists sample speeds... or should the speed be the same for Wall-Crawling?

I read it as the power gives no speed increase. You have to get Super-Speed with Surface Speed as bonus power, which allows both running up walls and over water.

Yes you are absolutely right - I forgot about that. But if the GM is willing, you could probably just stunt increased velocity off of Wall Crawling as an option too. So probably not the best example.

Again, we're more on the same page then I initially thought. Yes, the best Wall Crawling 10 guy is not getting the same "output" as the best Flight 10 gal, so in that sense no, the meaning of 10 isn't "balanced" across the two powers (or with ESP for that matter), because each power is a separate entity doing different things rated 1-10. But the ICONS core resolution mechanic is what compensates for all that.

I live in the city where the original Hero Games office was, so it's no surprise that I play a lot of Champions. This area is pretty thick with Champions players, so it's easy to find games.

I love Champions for its comprehensive character design process, essentially because it's like a language I've mastered. I like that there are new games entering the market, but I'm not all that thrilled about having to master a new language to express my ideas to others. The nice thing about having an established game system with a largely veteran userbase is that for the most part, all of the gotcha combos are well documented and at this point, almost nobody will try to pull a fast one on the GM with broken combos or unbalanced character designs.
