what the heck is "dual strike"?

It allows you to make 2 melee attacks with a standard action, albeit at a penalty. It's the melee cousin of multishot.

So, would this allow you to charge, then dual strike for 2 attacks w/ that charge?

No. When charging, you do not get to make a Standard action. You get to make a single melee attack.

The two are not synonymous.

Ahhh, noted. It would work more with a full move action followed by a standard action then?
Just as a caster can take his full move then cast a spell as a standard action.

Still learing the nuances of the rules set.

More specifically, charging is a full-round action, and dual strike is a standard action. Ergo, you have to choose one or the other to perform.

Manyshot, no?

Or at least it kinda works like Manyshot and I can't recall a Multishot feat in D&D at the moment.

If by full move you mean double move (ie moving as a full round action), then no, you can't double strike or cast a spell or use any other standard action as well.

You can make a move followed by a standard action, but that will only allow you to move half as far as if you charged.

Similar reason to why Dual Strike doesn't work with Spring Attack, for example; it's a standard action, but not the Attack action.

Just like Manyshot and Shot on the Run not working together.

Don't forget that you use the worse attack bonus of the 2 weapons on your attack roll and you take a penalty on the attack.
