I think slots do not apply to all item types. There are plenty examples, where items don't have slots, but also don't add a cost for not having slots (i.e. pearl of power).

You could make it the "hand slot", tho, by stating, that you need to hold it in hand to have it work. That's probably how those items like pearls of power also work with the pricing philosophy.

Just been looking through Quint Rogue - I'm pleased to see it has a nice section on creating and running organisations, including spy networks, with what looks like just the right level of detail. You can give orders to your Organisation every month - eg expand into new area, recruit more members, attack a rival organisation, etc - and it can usually be resolved off-table. Success of efforts is determined largely by the Encounter Level of any group assigned to a particular order - so you could do lots of things at once but might fail a lot, or do just one thing with all resources devoted to its success.

I certainly suggest taking trusted merchants aside and mentioning that bringing information to you would bring a small monetary reward, especially if the information had not gone to anyone else in the meantime. What you really need is a system whereby the information gathering happens by itself, eg Bards, Merchants, Rangers and Rogues all contributing small scraps that filter through to you.

And, of course, I'm happy to step in and do some shaking down of people if we can't get the information we need. :D
Xiang's style and Cailin's style aren't really that similar, here. :D

As for Leo, the problem with him is that all the information you get from him is filtered through a high-paranoia mind. This isn't necessarily that useful from an information broker point of view. ;)
