So, pretend that Conan is a first level fighter there without the two-weapon fighting feat (just power attack, cleave, and endurance) and a dex of 13. Facing an equal opponent, would he be better fighting one-weaponed or two-weaponed.

Well let's see. Assuming he has an 18 Str that gives him an attack of +5 with one weapon. With two weapons it's +1/-3. Assuming his opponent has an AC of, say, 12 (decent dex, no armor or shield) he'll hit 50% of the time with the first attack and 30% of the time with the second, or 70% of the time with just one weapon.

Turn it around, one handed he has no hit 30% of the time, 1 hit 70%
2-weapon he has no hit 35% of the time, 1 hit 50% and 2 hits 15%

Looks like, in the long run, he'd do slightly more damage with 2 weapons.
