Any thoughts on what the Tenth Doctor will wear? Will RTD go back to the Edwardian look, or will the urban street sense employed by the Ninth continue?

I suspect you're correct. Russell T. Davies has indicated that he isn't really interested in giving the Doctor an eccentric costume as he wore in the "old days".
