What would this chaotic evil warlock do?

If we learned anything from reading The Watchmen, it's that corpses float. Your vampire would have to strip off the flesh of his zombies to make them skeletons, then they could walk around under water.

Yes, dead bodies float... but, how about a dead body moving with a purpose?

A cadaver starts to sink as soon any air in its lungs is replaced with water. Once submerged, the body remains underwater until decomposition sets in and various gasses are trapped in the stomach and chest cavity of the corpse, causing it to become buoyant once more.

Zombies do not need air to breath, thus their lungs can fill with water, allowing them to remain submerged while moving. Any buoyancy resulting from excess gas build-up can be circumvented by taking precautionary measures (i.e,. poking holes in zombies prior to their undersea journey).
