MUTANTS & MASTERMINDS by Green Ronin is OGL (no d20 System logo) and doesn't use hit points...

As long as you don't slap the "d20" logo on it, the OGL allows you to do practically anything, as long as you let other people do it too.

You want to make a d20-based version of GURPS (which has all of what you were mentioning) that combines the flexibility of GURPS with the relative simplicity of d20? Go for it. But you gotta designate your Open Game Content.

You also gotta be prepared for negative press for lacking "system compatibility."
 

Something I've been wondering about a d20 game. Can I change/add/remove attributes, or do I have to use the D&D sextet? Can I drop the attribute number and just use the modifier instead?

In other words, if I want to keep the base mechanic but make extensive changes elsewhere, can I do this and still count as d20?
 

The only things you CAN'T do in a d20 game is character creation and experience usage (like how much to gain a level, ...) everything else is fair game.

But if you deviate from "standard d20" the compatibility between the games will not be too good...

Like, if you split Dexterity in Manual Dexterity and Agility/Mobility you'll have to decide for every being in "normal" d20 how much of it's Dex will be MD or A/M...

go to www.gamingreport.com , go to the forums, and look for the forum called "Ryan Dancey Tells You What To Think About The Game." His insights, and the insights of other industry pros who post to this site, are very useful to concerns in the d20 field and the OGL, also.

This is not an issue so long as you don't stick the "d20" logo on your game. You can use the OGL to publish a complete RPG. Take a look at Traveller, Everquest, and Mutants & Masterminds. All of them make changes to advancement, creation, etc, and none of them have the d20 license on them.
