What's a good starting level for a "You are mighty heroes" campaign?

Every campaign in 4e is a "You are mighty heroes" campaign. Level 1 and Level 11 are the 2 natural starting points though.

Thanks everyone, very strong showing for level 1 here, but based on the advice I've voted level 8, which was the choice of one other person! My thinking is that level 8s are tough and can deal with many powerful monsters without needing to nerf them NCS-style, but simpler than Paragon PCs. After 3 levels of High Heroic it should be easier to ease into Paragon-tier play.

I'd also use Inherent bonuses and few magic items.
