What's more important: core rules or adventures?

I think the main issue is that a lot of people can create adventures on their own, but creating an entire rules system that works well and simulates a sort of reality that's interesting to play in and coherent is a bit of a tall order.

So sure, you can play any adventure in any rules system, but that's kind of the problem; anybody can make one.
