Pathfinder 1E What's stopping the gods of evil from creating angels of their own?

In Pathfinder do good gods create their own angels?

I thought most outsider races including angels were fairly independent of the gods and that service was generally on an individual basis with some outsiders of x race serving god Y with the exception of Asmodeus and Pharasma having devils and psychopomps.

In official Pathfinder Lore? No idea. I know that some other settings have a general rule that states "Celestial" creatures are the servants of "a deity" regardless of alignment. The Good abilities are just changed to the primary alignment of their patron deity. This puts Fiends and Demons into a separate ecology.

My DM argued that doing this prevents one from "wasting a monster", since player characters in traditional campaigns don't normally fight good NPCs, and Angels don't typically enter combat unless summoned.
