Whats up with Commanding Undead?

There is a discrepancy in the text of the command section of turning.

Quoted from the SRD
Destroying Undead
If a combatant has twice as many levels (or more) as the undead have Hit Dice, the combatant destroy any that the combatant would normally turn.

Evil Clerics and Undead
snip...those that would be destroyed are commanded.

Alternatively, an evil cleric may command a single undead combatant with more Hit Dice than he has levels, but he must concentrate continuously to do so (as in concentrating to maintain a spell), and he can command no other undead at the same time.

So how is the effect described in this last paragraph possible if you can only command an undead that you have twice as many level than it has hit dice?

Can anyone help me with this?

I'm not seeing what the problem is. If you have levels equal to at least twice an undead creature's HD, you can command it without having to spend an action each round. Otherwise (your levels are not equal to at least twice its HD) you can still command it (if you succeed at your turning check) but you have to spend your action each round to do so.
