Where can I find Bard At-Will CUTTING WORDS?

One of my player's using the online D&D Character Generator made up a Bard and is using an At-Will power called Cutting Words. I can't seem to find this At-Will anywhere, and I have most of the books excluding Eberron. What book is this in?

Also, doesn't it seem kind of powerful for an At-Will? It seems to deal 1d8+Cha damage AND pulls the target 2 squares and has a pretty decent range (like at least 5 IIRC). Again, I don't know what book its in, so some of this info I might be off on.

But compare that to the Swordmage Lightning Lure which only has a 2 square range, only deals 1d6+Int damage, and the square you pull to has to be adjacent or it fails. Also, compare to lvl 1 Bard encounter power Bluder which is basically the same effect except when you pull target past an ally, they get to make a free attack.

Anyway, where can I find this power and is it legit/core?

Hi, it's legit. It's one of the new at-will cards that come with a box of official mini's.

As for its power level, I assume the powers on these cards haven't been playtested as much as the ones in the books, so they may need some tender loving touch by the DM. You should remember, though, not all at-wills are of the same power level across classes, nor should they be. Some classes have weak at-wills and strong dailies, vice versa, etc. etc.

Remember that a swordmage is a defender, and wants to pull people towards him, while the bard is a leader ... and especially if he's a ranged leader, he may not really want people next to him.

The druid has thorn whip which has a range ten, same damage and also pulls 2 ... so there is at least one at-will that does exactly the same thing for the same damage. A controller or leader having the power is one thing ... a defender having the power is another (as the defender benefits greatly from keeping enemies adjacent to them.

Also, for future reference, the cards all say what book the power comes from in the lower right-hand corner.
