You can't; they are no longer published. Instead they've been moved online to WotC's website as an online subscription.
 

I don't know where you can find it locally (you'll need to give us more than "Manchester" for us to know where you are... there are a lot of Manchesters in the world) but some online places have started offering the annual compilation of Dragon (and maybe Dungeon, too, but I haven't seen that).

Well, his location is given as Cheadle Heath, which I am pretty sure I have seen signs for, when driving around Manchester, that would be Manchester England. That said, as Morrus pointed out the magasines are now only available online or as printed annuals
 

If you're after anything but the 4e issues of the e-zines referred to as Dragon and Dungeon (or the annual [?] hard copy compilations of same) you could always look up some back issues, at Paizo's website, for example. Of course, plenty of other places might have some, too. Maybe even places in the UK. . . like Legend Games (the only UK online RPG store I can recall atm).

That said, it looks like you might have settled on 4e, at least for the time being(?) If so, could be you'd be better off checking out WotC's offerings instead. Via DDI, probably.
