depends on thier society/culture.

For example, I can easily see barbaric-style cultures still have tanners and such that could make leather/hide armor with ease. Smithing is a bit more of a stretch, but possibly simply taken as loot by their community from their fallen enemies and distributed as needed/earned to their warriors.
 

Good question. Orcs/goblins might get them from raiding humans, scavenging after larger battles, they might have some sort of smithy in larger tribes.

The immortals likely would, Imps or slaves/souls for devils, quasit for demons? The devas and angels would probably have some too.

In my homebrew:

Orcs make their own.

Goblins make their own or cobble them together from the salvaged leavings of other races.

Giants make their own.

Demons and Devils craft their own from the very stuff of their home plane/the souls of the damned/other demons and devils, adding to their perpetual torment.

Devas/Angels craft their own from the material of their home planes and from manifest positive emotions and virtue. Some are simply formed from their own will. Some are granted by the gods.

Yep, there are non-PC race cities, smiths, and markets all over the place. Leads to an interesting economy, especially when all mortal races don't have any inherent alignment leanings. If you're looking for a spare part for anything, the goblin market is the place to go. Need a secure building? See dwarves for your architecture, see kobolds for what goes inside. There are even a few medusas offering "cryogenics" services for the rich and desperate.

Case by case basis. There's really no reason a "PC" race should operate any differently on an intrinsic level than a "monster" race. If they have a society that would have smiths, they'll have them, or if they have a society based on stealing items, that's how they'll get most of them, etc.
 

Simply assume that they make their own stuff, unless there is some obvious other reason (e.g. make their own stuff, but use stolen magic weapons FRX)
 

That's a good question. Mining iron and manufacturing steel seems beyond the capacity of the typical orc or goblin tribe.

1) Trade. Either for weapons or raw materials. The trade could be with savage humanoids that do have mines, such as kobolds, or other mining races such as dwarves.
2) Ancient weaponry found in ruins.
3) Stolen from civilised peoples.
4) The savage humanoid tribes have united under a great leader - weapons are manufactured and distributed on a large scale.
5) The savage humanoids have been armed by the political enemies of the nearby civilised lands they raid. Like France arming the Scots to raid the English.

Why wouldn't you simply assume they make their own? Advanced cultures are not a requirement for advanced weapons and armor, mongols and huns didn't have cities but they seemed to manage just fine.
