4.0 -- The core books come out next month.

...but what exactly is Arcana Unearthed?

I just assumed it was a bunch of power-creep material akin to the old Unearthed Arcana, but I've heard folks saying that this will be their new Player's Handbook and suchlike.

Can someone sell me on this? Is this something I need?
