I voted Shangri-La because I'd be happiest with 90% of the magic items out of the game in la-la-land. That said, the only possible place for optional magic items is out of the PH, either in the DMG or in a special treasure book.

The numbers of this poll are a bit astonishing. In the discussions about the assumed price for the PHB, people expressed in interest to make D&DN playable with PHB and Monster Manual only, thus making the DMG optional. Yet here the majority wishes magic items to be in the DMG. Curious...
 

DMG for mine. How magic items work, how common they are, etc. are up to each DM to decide, so they should be in the DMG. Putting them in the PHB just encourages players to think of magic items like a shopping list of things for them to buy like any other piece of equipment. Magic items should not be treated like that.

If magic items are optional, then the game is by definition playable without them.

If the necessary parts of the DMG are included in a "PHB" then the Magic Items would be in the DM section. This is completely consistent with the other poll.
 

If they're going with a three-book model, I'd prefer to keep them in the Dungeon Master's Guide. If the Player's Handbook is indeed two books, I'd prefer the DMG to be optional and thus the magic items would need to move to the Player's Handbook.

An optional approach that I think I would prefer is to break D&D down to two core books instead of three. The Player's Handbook would cover most of the rules and all the stuff the players should know, while the second book would contain both monsters and magic items as well as any DM-specific stuff.
