Actually I think it may be a feature of people who played before and they lack the habit. Those teaching 5e are using it. It adds a layer on to the DM work load (unless you have the players awarding the inspiration) .and require bookkeeping.

The whole process can be a collaborative storytelling effort with the game being a tool. So I am talking about the tool for helping that collaboration. I am talking how mechanics becomes an enabler in the process of making/enabling/justifying the awesome happening.Yeah, you're not using this the same way I used it.
