As far as the hook for Stormreach, it's the frontier port city for Xen'drik. It was built atop an ancient city from the long-lost Xen'drik civilization of giants. It is a relatively lawless town, ruled by the descendants of powerful smugglers, with several power groups making sure they have a hand in it, including each of the Five Nations (or whatever nations you have in your world) and the Dragonmarked Houses (easily re-flavored as merchant houses).
Dragonshard magic is the use of Dragonshards to enhance magical abilities. Dragonshards are used to create Eternal Wands (basically wands with x/day abilities instead of charges), and a variety of other magical items. They include the items are usable only by someone with the appropriate Dragonmark, work better for someone with the Dragonmark, or directly enhance the Dragonmark abilities. If you want to reflavor things slightly, you could easily make Dragonmarks something that comes from a binding ritual or the like, rather than a hereditary thing like in Eberron.
