D&D 5E ... which class should have access to this spell?

So... what was a joke spell name invented by an AI may now become an important plot point my my campaign (or not - depends what the PCs do right?). But what isn't clear to me is... what class should have access to this spell? It "feels" like a wizard's spell to me, but should it only be wizards? What about clerics, or warlocks etc?

(I will note that the spell may not be balanced for level 3, and well, it doesn't matter to me.)

Conjure Velemert, level 3
Casting time, 10 minute (can be cast as ritual). Material component: goat yoon curry on rice (consumed)
A risky spell that conjures the arch-mage Velemert, who has no head and a face of the palm of his hands. Velemert is annoyed at being summoned but will answer a single question (knowledge +10 arcana, history, +5 to other checks) if placated (Persuasion 15). If insulted (failure by 10), attacked, intimidated or simply annoyed by a caster who's too slow to ask a question or doesn't understand what's going on, Velemert grows angry and casts magic missile at the spellcaster. If this attack fails, Velemert will laugh (but next time he's annoyed, he'll use another attack spell...). If Velemert's inclined to answer the question, he will answer with confidence and authority, no matter if he actually knows the answer or not (ie, he will rather lie that admit not knowing something). Once Velemert has answered the question OR blasted the caster, he disappears in a puff of purple smoke.
Conjure Velemert can only be used once per day (and if someone else used it first, too bad for you!) and as a result the spell is a closely guarded secret.

I should note that Velemert is a real person (I mean an NPC in the campaign) , and there is a non 0 chance the PCs could meet him (if they decided to find him and travel).
 

There was a spell in 2E which summoned a specific wizard - I think his name was Dalton - which he placed into scrolls that had the unique property that they could be used by non-wizards. He gave them to his friends, son they could summon him if they got into trouble. Given that precedent, it seems like this would be a wizard spell.

It doesn't really make sense as a warlock spell, because warlock magic comes from demons (or fey, I guess), and it doesn't make sense that such a powerful being would craft a spell that specifically summons one particular mortal.
 


As the party has no wizard, I made the spell a ritual as the warlock has the tome pack and could get access to it that way...
 

I am *very* curious, btw, to see how this will turn out in the game. Will the PCs ignore it? Will they experiment? Will they seek to find the "real" Velemert?
