Who am I kidding? Wish!

A man with intelligence! Seriously. Wish or Miracle are the least limited of spells, as they can mimic almost any spell and as SLAs, I don't believe they have those icky xp requirements. As an at-will, even using it only to cast spells which don't have major material costs or xp costs, I'd take it over almost any spell, including shapechange or the other 9th level spells.

On the other hand, I'd be interested in finding out if there really ARE supernatural entities in the world, so Gate might not be a bad one. And assuming D&D monsters exist, I could always Gate in a low HD creature with Wish that I could control.

I also would go for wish. Especially because of what Dark Kestral said.

One helpful thing about it would be being able to undo anything you unexpectedly might have destroyed or such! :)

Shapechange would be my choice. You can impersonate anyone, you could be most other creatures that could get into things or places. Even that fly on the wall that finds out that secret that governments would pay for. And you can use greater teleport if the creature that you shapechange into has it.

Miracle would be the obvious choice.

However, if limited to 3rd or lower levels, I might choose alter self, or detect thoughts.

Going for Wish or Miracle is just greedy, and Santa doesn't give Spell-like Abilities to greedy children (or so I've been told). Think of all the fun you could have with a lowly Invisibility. ;)

I'm not even sure wish can emulate spells for non-spellcasters. I mean, what are my prohibited schools (in real life)?

The remaining effects are pretty darn good, though, particularly if you can cast it 5+ times each day... :)
