If you're playing 3.0 go with Oriental Adventures. For 3.5 games, go for Complete Arcane. That's about the only difference between the two.

The Complete Arcane version did make elemental mastery a lot more streamlined, though... but that's about the only difference.

I think there was a fix for the OA version of Elemental Mastery, most likely in an issue of Dragon. The change was to prevent a Wu-Jen from losing mastery once acquired if the DM introduced a new spell of that element into the game. I don't own the issue anymore, so I can't comment on how it compares to the Complete Arcane version

The Dungeon OA 3.5 update is identical to the Wu-Jen from CA. I double checked when CA came out, so I was pretty happy about that.

Now if they'd just open up the hengeyokai race in the SRD...

Legends of the Samurai has an OGC Hengeyokai (and lots of other things that have versions in OA for that matter.) Not the same one, obviously, but there is one there.

There is one slight difference.
At first level the OA one gets Sudden Action, giving a +4 on Initiative 1/day.
The CA one gets Watchful Spirit, giving a reroll on Initiative 1/day. There is a feat to get a second reroll.

If you have the Dragon mag updating 3.0 OA to 3.5, Elemental Mastery is essentially the same.
