Yes, it's a giant loincloth, that the man is wearing like a gunny sack. That would count as padded armor, no?

The good news is that a whip can hurt someone with an amulet of natural armor +2, a ring of protection +5, a Dex bonus of +8, and a monk's Wisdom bonus to AC of +6. So sure, it's fine to hurt the lightly armored guy with an AC of 31, but not the dude in the gunny sack.

I house rule my whips. They're cooler.
