Whirlwind with two weapons

Does anyone see a problem of letting someone Whirlwind with both weapons if they use 2 weapons or a double weapon? About the same damage output as a 2 handed weapon. Currently I favor 2 handed weapons over 2 weapons due to less requirements and similiar damage output, with better damage output for over coming DR and special abilites like Whirlwind and Cleave.

Although I do not see a big balance problem, I think that I would require an additional feat to be able to do this. This is what I use in my campaign:

Maelstrom attack (General, Fighter bonus-feat)
You may combine two-weapon style with a whirlwind attack.
Prerequisites: Whirlwind attack, Ambidexterity, Two-weapon fighting, Improved Two-weapon Fighting
Benefits: You may make a whirlwind attack with each of your two weapons as a single full attack action. You suffer the standard penalties to hit for two-weapon style when you do this.

Hmm.... I like that feat. I can't quite picture it (and that is usually my final judgement on if I'm gonna use a feat or not), but it looks like it'd be fine. I might just try to get my DM to let me take this for my next character...

I'd add something like BAB 10+ to the feat just to make it tougher to get, but otherwise I like the idea.

Improved Two-Weapon Fighting has a prerequisite of BAB +9, so your requirement is already built in ;)
