I like kobolds as a humanoid race that doens't necessarily fit into the goblinoid archetype that the others inhabit. There's a lot of potential in their current incarnation, and I liked them a lot before 3e came out. Kobold with levels just make them even better, and I've probably cerated more magic items and spells with their origins linked to kobolds than any other race.
I tend to dislike them as the munchkin uber-trapsters that are pulled out every time the GM wants to prove a point to the PC's, and usually make a point of avoiding such behaviour.
