I'd probably play a play-by-post game of paranoia. Never actually played although I've run it a dozen or two times at conventions and colleges. Doesn't make for a very fun long term campaign, but for short term or one-off's its great. So much pop culture references you can throw in such as a talk show about People with Mutant Powers who Want to Reveal it to their Friends hosted by Rick-y-LAK-2....
I do think that d20 would be horrible for it though. d20's a very hard and fast ruleset compared to most. Paranoia's a bit more ambiguous. Besides the point of the rules is that the players aren't ALLOWED to know the rules. Everything except for character generation and a little fluff text is all in their equivalent of a DMG.
