Legend
Giant Eagles and Giant Owls have been talking since AD&D 1e's MM. At a guess eagles were Tolkien inspired and Owls were an add on to sort of mirror them and add variety into D&D. High elves in the MM typically have giant eagles as guards for their lairs, wood elves have giant owls or giant lynx, all of which can speak.

In 3.0's MMII the Dire Elk had int 2 and could not talk. Probably connected to the mystic stag archetypes.

I am not familiar with giant vultures who understand language showing up before. I would guess 1980s Clash of the Titans as an inspiration.

They probably all should have been monstrosities.

It is interesting that the Giant Ape is as smart as the giant elk in 5e (int 7), smarter than the giant vulture (int 6) and cannot talk or understand languages.
