Why can people not use punctuation?!?!?!

Probably because they can't. You can only put quotation marks around speech.

Easy answer- I don't speak English, I am an American.

Truest of answers- barely got out of high school, and was never taught how to use punctuation.

I was the quiet kid in the back of the class that was just trying to survive an abusive family life, look for what little positive attention I could get, and game so that I could forget who and what I was for just a little while. Spelling, reading, writing, math skills, didn't seem all that important. I figure that there are a lot of people out there like that, now we are the majority and it brings the rest of the world down. For that I apologize- I am trying to further my education, but its a slow process and I ante all that smart. :(

"Quote" is increasingly accepted as a standard synonym for "quotation" in American English.
