How do you stop the inheritance of Gimli and Legolas?

For some reason the player elf and the player dwarf always get in each other’s hair? It's starting to get to a point where it disrupts the game. How can I stop this without dropping a heavy-handed DM-fiat on the case?

I highly recommend DragonDoom by Dennis McKiernan. The perfect example of the problem you are facing.

As Shadowdancer suggested, they either help each other, or they both die. Somewhere along they way, they'll actually start to respect and like each other.
 

Never mix in game (the characters) and out of game(the players) problems. Your players are bickering in game, and it bothers you out of the game. Do not try any in game fixes, they won't work.

Talk to your players, and tell them it's getting on your nerves. Ask them to tone it down.

If they're fighting, then they're certainly not inheriting that legacy...Gimli and Legolas become swift friends by the time of their departure from Lothlorien, in 'Fellowship'. Point that out to them, that as adventurers they have more in common than not, and that if the two greatest archetypes for their characters could become blood-brothers, maybe they can learn to get along. Remember the scene in Two Towers where Legolas warns the Rohirhim from messing with his friend Gimli.

Either that, or just slap them. :)

At one point Woodchuck (human rogue) Admonishes the dwarf for being a jerk to the elf then turn around and compliments her when she isn't around.
The dwarf responds "Only a human would not recognize admirable traits even from an enemy" or something like that.
