Why doesn't the Spirit Shaman have access to "Eagle's Splendor"?

For a spell casting class which relies on Charisma for 'effectiveness' (DC), it's interesting that it does not have access to "Eagle's Splendor."

I know the Spirit Shaman uses the Druid spell list. I know Druids don't care about Charisma. But, Spirit Shaman does. Is this an oversight (due to laziness) from WoTC?

Same reason I'm sure that the Shugenja spell list has so few new spells from Complete Divine -- yes, lazyness.
