Why isn’t ____ personally involved?

I ran a "save the world" Adventure. It was great fun. The PCs DID get help from the high-ups but only when they were high enough that the High-ups didn't over shadow them.

Yes, it WAS a crisis so big, every single hero the world over was buisy trying to save him/herself or his/her country.

Elminster was warding off ALL the elemental planes at the same time... The harpers WERE fighting all of Thay... yes ALL of Thay. Dragons? DRAGONS? DRAGONS!!!!! oh yes, there were dragons, they were fighting the other dragons.
Drizzt? I'm the DM, sorry Drizzt died.
so on, so forth.

OT: Actually, I rather like the use of Fizban. I like that they had the gods care, but that good was about letting people make their own decisions. Good was about autonomy, while evil was about naked competition. /OT

That's beside the point. I was noting the lack of high-level NPCs in Eberron, especially -- given the Last War and the number of warriors and fighters who participated in it -- the weird lack of high-level fighters.

SFAICT, they got used up during the war, being thrown into the breach again and again and again and finally got worn down and overrun.

Or most of the remaining ones happened to be in Cyre with their respective armies on the Day of Mourning.
