The Dual Wielder feat gives a +1 to AC, if that’s what you want.
To make the game more fiddly with different ACs for holding or not holding a weapon is straying from the relative simplicity of 5e. There’s another game with plenty of fiddly mechanics in the guise of “realism”. IME, to maximize fun, simplicity > faux realism. YMMV
