Wildling Clasps?

I may have the name wrong. Is there an item in 3.5 that allows a shapeshifter to use magic items in their shifted forms? I remember something from Masters of the Wild that allowed for it. I've got a Hengeyokai in my game that is asking for one.

Does anyone have the specs/costs?

(I'll house rule if I need to, but thought if it already existed, I would use the RAW)

A wilding clasp, IIRC, is 4000 gp and can be used for a cloak or an amulet. I prefer ot think of it as a twist of leather that may be attached to an item, allowing the item to meld with a new form but still function.
