Even if they are planning on opening up Ravenloft on the Guild in the not too distant future, I'm sure that they are keen to take advantage of the exclusivity of the original material for a while and maybe also get a boost to sales of old Ravenloft PDFs (I wonder if I10 will be released soon on DnD Classics).

Once Season 4 ends and WotC is ready to publish the next adventure (in a non-Ravenloft setting) they very well could add Ravenloft to the list of IPs people can use via DM's Guild. I think that's what people are suggesting could happen (seems pretty likely to me. Once WotC has stopped supporting a setting, there's little harm in letting others support it for them except for brand-name damage that they can do by releasing poorly created content.
